In D2, there was good reason, as there were many viable specs that excelled at certain things, but respeccing wasn't even possible (It is now, but at least it requires a little farming/trading and isn't just a menu option). Outside of the "two of every class" achievements, there's literally no reason to level more than 5 characters total. I agree that more lower level legendaries/sets dropping would be cool, but the only problem with that is that the desire for alts of each class is essentially zero since every skill can be hot-swapped. And it will add to the pool of useful level 60 legendaries! Makes legendaries more desirable (as they should be) since they will scale with you as you level up so you don't need to replace items as often. It lets you hold onto that "awesome" item for longer than a couple levels. It makes self-found legendaries with low level requirements useful again. This seems like the most intuitive approach to me.
